The rules for animal companions tell you they get 2 actions per the minion trait in place of the usual effects of the Command an Animal action. The restrictions under that action would not apply, as the effects of it are replaced by text without such restrictions.This flexibility is not so easy to accomplish with animal companions, so I don't think it is an easy comparison. Another benefit of summons over animal companions is that summons are more disposable. There's usually less need to use resources to keep a summon alive.
